The Central Union of Municipalities of Greece (KEDE) is a legal entity acting as a body governed by public law, representing the first level of local authorities in Greece (municipalities). The Presidential Decree 197/1978 established KEDE and was last updated with the Presidential Decree 75/2011. KEDE headquarters are established in Athens.

The principal body of KEDE is the General Assembly, which is composed of representatives of local authorities (Mayors from each Greek municipality and also representatives of Local Unions of Greek Municipalities).

In 1985 KEDE participates as shareholder to the foundation of Hellenic Agency for Local Development and Local Government (E.E.T.A.A.) which acts as scientific advisor of the local authorities in Greece. In 1990 KEDE participates as shareholder to the foundation of “P.E.T.A.” Information – Training – Local Development agency. In 2005 the Institute of Local Administration (ITA) was founded acting as an NPO private entity in which KEDE participates as shareholder by 90%.

KEDE specific objectives are:

Promotion of every issue related to local authorities
- Promotion and support of local authorities.
- Gathering of information that may enforce the cooperation between local authorities.
- Cooperation with the Central Administration in any subject that may lead to the development of the decentralization process.
- Provision of technical support to the local authorities regarding submission of proposals in European Funded Projects
- Participation in European and International Organizations, which represent local authorities’ interests.

KEDE employs approx. 35 persons, and holds its headquarters in Athens (in a 1014 m2 building). This building has its’ own conference hall (equipped with interpretation and projection facilities). Offices are all equipped with PCs connected to inter and intra nets. The financial dpt. has its own monitoring system.

KEDE has participated – either as Leading Partner or as Project Partner in EU funded programs dealing with Promotion of Employment through the enhancement of the capacities of local authorities aiming in developing employment strategies and through long-distance learning programs. The activities of KEDE regarding the above mentioned projects are mainly focused in the organization of events, info days, conferences, congresses and trainings, studies and research, printing of brochures and other promotional activities, creation of electronic networks, international networking and necessary institutional framework.
