Management Structure

In line with Article 98 of the Commission Regulation (EC) No 718/2007 of 12 June 2007 implementing Council Regulation (EC) No 1085/2006 establishing an instrument for pre-accession assistance (IPA),the IPA Cross-border Programme “Greece-the former Yugoslav Republic of Macedonia 2007-2013” is implemented under the transitional arrangements.

The management, monitoring and control structures of the Programme are as follows:

Joint Monitoring Committee

The Monitoring Committee is set up according to the article 110 of the Council Regulation (EC) No 718/2007 as well as the provisions of the IPA Cross-Border Programme “Greece- the former Yugoslav Republic of Macedonia 2007-2013” and it is comprised by representatives of the two participating countries on an equal basis.

Joint Steering Committee

The Joint Steering Committee established according to Article 140 of the Regulation (EC) 718/2007, is responsible for the selection of projects, on the basis of the preliminary technical evaluation carried out by the JTS.

Managing Authority

The Managing Authority is responsible for managing and implementing the Programme in accordance with the principle of sound financial management and carry out the functions set out in Article 103 of Regulation (EC) No 718/2007. It supervises the work of JTS, cooperates with the Operating Structure, the Joint Monitoring Committee and all the other bodies involved in the management, monitoring and control of the Programme.

The Managing Authority acts as the Contracting Authority for the Greek partners.

National IPA Coordinator

The Deputy Prime Minister for European Affairs in the IPA country is designated as the National IPA Coordinator (NIPAC), who acts as the representative of the country vis-à-vis the Commission and is in charge for the overall coordination of the Programme at the territory of the participating beneficiary country. The NIPAC has designated the Ministry of Local Self Government as the Cross-Border Co-ordinator for the IPA country.

National Authority

The National Authority in the IPA country, is the Ministry of Local Self Government. The responsibilities of the Ministry of Local Self Government as Operating Structure are defined in Article 139 of Regulation (EC) No 718/2007. The Operating Structure is responsible for managing and implementing the part of the Programme implemented in the participating beneficiary country.

Delegation of the EU

The Programme is implemented under the transitional arrangements of Article 99 of the IPA Implementing Regulation. In the IPA country, the management of the implementation is mainly the responsibility of the Delegation of the European Union (DEU) in Skopje (centralized management).

The Delegation of the European Union in Skopje is designated as the Contracting Authority for the IPA beneficiaries.

Certifying Authority

The Certifying Authority is responsible for certifying statements of expenditure and applications for payment before being sent to the Commission as well as for receiving payments from the Commission and making payments to the Lead Partner (lead beneficiary), according to article 102 (104) of Regulation (EC) 718/2007.

Audit Authority

The Audit Authority is responsible for verifying the effective functioning of the management and control system of the operational programme, according to article 21 of Regulation (EC) 718/2007.

Joint Technical Secretariat

The JTS supports the Managing Authority, the Joint Monitoring Committee, the Operating Structure and the Joint Steering Committee in carrying out their respective duties. The JTS is located in Thessaloniki and is composed of;

  • A (1) Coordinator

  • Three (3) Project Officers

  • A (1) Communication & Technical Assistance Officer

  • An (1) Administrative Assistant

  • An (1) Antenna officer in Bitola
